  • Action on pollution in the bay and health concerns


    “La Plataforma por El Estudio Epidemiologico”, has also reacted positively and publicly, via the Spanish media, to the news of the Gibraltar Governments decision to launch an independent and rigorous epidemiological study as advised by Professor Joan Benach.
    While always hopeful that such a study would be launched at a cross border basis la Plataforma nevertheless strongly welcomes this initiative and urges La Junta de Andalucia to support it so that the health of all Bay communities can be properly assessed.

    On a separate but related development, La Plataforma also received a reply from the Petitions Committee in Brussels to the 14,000 strong, cross border petition, urging for such studies to be carried out jointly by Gibraltar and Spanish authorities. Brussels gave a written commitment to the Plataforma stating it would assist in any way possible to encourage the authorities concerned to embark on such studies.
    The ESG would like to thank the Gibraltar community for its efforts and assistance in the collection of signatures for the last major petition..

    Meanwhile, the ESG has also just received a reply from the European Commission’s Head of Climate Change and Air Directorate, Ms Marianne WENNING. The ESG had written to the Commission in March 2008 regarding the need for the EC to investigate CEPSA’s compliance with the stricter pollution controls in force since October 2007, via the IPPC. (Integrated Pollution and Prevention Control Directive).

    The ESG also advised the Commission of the independent audit initiated by La Junta last summer on CEPSA’s emission levels. The audit was triggered by a massive release of sulphur on the back of a number of serious flaring incidents and a fire at the plant. . La Junta had also promised the results would be published after 6 months. The results have still not been published and it is almost a year since the audit commenced!

    Ms Wenning replied to the ESG that the Commission will consider the audit as part of the measures taken to ensure the installation concerned complies with the requirements of the IPPC Directive. The ESG will continue to monitor the situation and will also continue to press the Commission to ensure CEPSA complies with directives in place to protect the health of the people and of the environment.

    EL PARLAMENTO EUROPEO ADMITE A TRAMITE LA PETICION DE LA PLATAFORMA PARA LA REALIZACIÓN DEL ESTUDIO EPIDEMILOGICO EN EL CAMPO DE GIBRALTAR

    La Comisión de Peticiones del Parlamento Europeo a contestado a la petición de la Plataforma por el Estudio Epidemiológico, a un escrito que dicha Plataforma envío al Parlamento Europeo donde le solicitabamos su intervención en el Campo de Gibraltar ante la Crisis de Salud Publica Crónica que padecemos y la dejadez de funciones por parte de la Junta de Andalucía y concretamente de la Consejería de Salud.

    En dicha contestación adjunta, el Parlamento Europeo acepta a tramite nuestra petición al considerarla de su competencia, y afirma que intervendrá en la problemática que padecemos así como en nuestra petición histórica para la realización de un Estudio Epidemiológico, donde solicitamos que se contemplé un Estudio de Causalidad que demuestre cuales son las causas por la cuales, en el Campo de Gibraltar sufrimos una mayor incidencia de cáncer y mortalidad que en el resto del Estado Español, como viene a concluir el Atlas de Mortalidad del Catedrático y Epidemiólogo Joan Benach.

    Paralelamente, en el escrito nos informa que la Comisión de Peticiones del Parlamento Europeo, ha solicitado a la Comisión Europea una investigación al respecto de esta problemática.

    Esta contestación, es el primer paso de la intervención del Parlamento Europeo, en nuestra exigencia a la Junta de Andalucía para la realización de este estudio, sin duda Europa admitiendo a trámite esta denuncia sospecha de irregularidades.
    Se trata de una petición colectiva realizada por la Plataforma por el Estudio Epidemiológico del Campo de Gibraltar por las organizaciones – AGADEN, ESG (Enviromental Safety Group), Verdemar-Ecologistas en Acción., CC.OO, CGT, IU-CA-Los Verdes, PA y PP.-.

    En la misma solicitamos al Parlamento Europeo una llamada de atención o cualquier otra medida que estime oportuna ese Parlamento para que la Junta de Andalucía lleve a cabo un estudio epidemiológico, coordinadamente con el Gobierno de Gibraltar, general para todos los habitantes de Gibraltar y el Campo de Gibraltar. Dicho estudio ha ser serio, riguroso e independiente y en el mismo se tiene que establecer claramente si los altos índices de mortalidad de los habitantes de esta zona están relacionados o no con las emisiones al aire y al agua de la industria aquí establecida.

    Al mismo tiempo en el día de ayer, el Gobierno de Gibraltar anuncio el inicio de la realización de un Estudio Epidemiológico independiente. Aunque a la Plataforma nos hubiera gustado que este estudio se realizase conjuntamente, saludamos muy positivamente esta iniciativa y exigimos a la Junta de Andalucita a que se incorpore a la misma, para que tengamos un visión mas real de la salud de toda la comarca del Campo de Gibraltar.
